What happened

On Monday, Emil Michael, Under Secretary of War for Research and Engineering and Department of War chief technology officer, said on Newsmax TV’s “Carl Higbie Frontline” and Fox News Channel’s “The Story” that existing product-liability rules and executive-branch authorities are sufficient to regulate artificial intelligence and that Congress should not pass new AI legislation. Michael argued that AI developers, not taxpayers, should bear legal responsibility for harm from their products, comparing the technology to cars and citing the Ford Pinto. He said the president had used export controls to shut down Anthropic within hours after concluding the company was not calculating risk appropriately. Ahead of a planned presidential meeting with China’s Xi Jinping, he rejected a U.S.-China pact to slow AI development as naive given a U.S. lead; Chinese officials, he said, had also rejected a proposal associated with Anthropic’s Dario Amodei.
Sourcing check · Fully on the record · 3 articles

3 of 3 articles cite a named source for the story. It was on the record from the first report.

What these terms mean and how they're counted
On the record · names a source 3 of 3
On the record means the article cites a source by name for the story's main claim: a person, or an institution speaking officially, such as a company statement or a named agency's spokesperson. The opposite is an unnamed source. The count is how many of the counted articles cite at least one such source; the names are everyone named across them, each once however the articles spell it. Here: Emil Michael and Brendan Steinhauser
Primary evidence · cites a document or data 0 of 3
Primary evidence means the article cites a record you could check yourself: a court filing or ruling, a dataset or report, a recording or transcript, an official statement or press release, market data. A quote is not a document. The count is how many articles cite one. Here: None cited.
Credits another outlet 0 of 3
The article says the story comes from another outlet's reporting (“first reported by Reuters”). Those articles relay the story; they are not independent confirmation. Here: Each article presents its own reporting.
Unnamed sources 0 of 3
The main claim is attributed to people who are not identified: “people familiar with the matter”, “officials said”. The count is how many articles do this.
How it developed
When the first report landed and whether it named anyone; when the first named source and the first document appeared. Here: First report Sep 15, 03:59 UTC by Breitbart, naming its source.
Not counted 0
Opinion, analysis and video pieces, and articles too short to assess. Every count above is out of the counted articles. An article republished under a new headline is one article.

Omitted — what each side leaves out

Unpacked

Left-leaning coverage has not reported this story at all, so those readers never hear a Pentagon official argue that AI already has enough rules. Right-leaning coverage reports Under Secretary Emil Michael saying product liability and executive tools suffice, and that firms should not shift harm costs onto taxpayers. Breitbart carries his further claim that the president used export controls to shut down Anthropic when it failed to calculate risk. That is the official case a reader of the silent side is missing, including his warning that a new statute would "turn us into Europe." Right-leaning coverage splits the same official across separate writes, one on liability as enough regulation and one rejecting a China slowdown pact as naive, and it calls a grand AI treaty "fantasyland." Those accounts do not disagree, and neither checks the Anthropic export-control claim against any other record. Did export controls actually shut down Anthropic, and does product-liability law cover AI harm to critical infrastructure?
Bottom line

A Pentagon technology chief told Newsmax that AI needs no new law because the White House already halted Anthropic with export controls, and Breitbart is the outlet that printed it.

The Right View
Breitbart, covering the Newsmax and Fox appearances, reported Michael’s view that product liability and presidential tools already regulate AI. It quoted him saying some actors are running a “psychological operation to overscare people about risks,” that companies want to “lay off the liability on the taxpayer,” and that extinction warnings are a “hoaxy sort of fear factor” tied to November elections. Coverage highlighted his claim that congressional AI rules would “turn us into Europe,” his comparison to past computer viruses and FDA trials, and his dismissal of a China slowdown deal as “fantasyland” and “extremely naive,” especially while the United States is ahead.
Our Take (balanced)
The story is substantive as a named senior Pentagon official’s on-the-record television remarks with specific, checkable quotes; it is thin as a policy record because it rests on one official’s word without cited documents, statutes, or independent confirmation of key episodes. Established: Michael made these statements on Newsmax and Fox News. Alleged or uncorroborated in the coverage: that the president “shut down Anthropic” via export controls, that firms are seeking to shift liability onto taxpayers, and that existing civil and criminal product rules plus executive tools are in fact sufficient. No left-leaning outlet has reported this. Watch for a transcript or Pentagon confirmation, any public record of export-control action against Anthropic, and responses from Anthropic, Congress, or other agencies.
